Conley leads the firm's utility and regulated industries practice. He is a former Commissioner and President of the Idaho Public Utilities Commission. He regularly appears before regulatory bodies in Idaho and other western states in major cases dealing with telecommunications, energy, or environmental issues. Clients include regulated utilities, energy intensive industries, and independent power producers.
He is a member of the Idaho State Bar, American Bar Association (Public Utility and Administrative Law Sections); Idaho Trial Lawyers Association and Transportation Lawyers Association. Conley is active in civic and political affairs and has served on a number of statewide and regional committees and boards of directors.
