Jim's practice focuses on energy and natural resource issues, mining, forestry, public land, water, and general natural resource law. He also concentrates on nuclear, natural gas, oil, and electrical energy matters as they relate to national and international policy.
He served three terms in the Congress of the United States and three terms in the United States Senate. He voluntarily retired from the Senate in January 1991.
Jim served as Chairman of the Senate Energy and Natural Resources Committee, Chairman of the Senate Interior Appropriations Subcommittee, Chairman of the Senate Republican Conference, and Co-Founder and Chairman of the Senate Steering Committee. He also served on the Senate Rules Committee, the Senate Budget Committee, the Senate Environment and Public Works Committee, and the Special Committee Investigating the Iran/Contra Affair, and was a member of the Helsinki Commission on Human Rights.
Jim was appointed to the Board of Directors of the John F. Kennedy Center for the Performing Arts by President Bush. He also serves or has served on the Boards of Boise Cascade Corporation, Coeur D'Alene Mines, Inc., Idaho Power Company, the Mountain States Legal Foundation, the National Museum of Natural History, and the Williams Companies.
