Elizabeth provides advice to developers and businesses on the acquisition, entitlement, financing and development of both large and small scale projects. She helps clients obtain economic incentives and entitlements from all levels of the government, and represents clients on judicial reviews and administrative hearings before state agencies. She also assists airports in a wide range of federal regulatory matters and the negotiation of complex airport transactions.

Elizabeth received her law and MBA’s degrees in 2002 from the University of Colorado – Boulder. She graduated from Colorado College in 1996 with a degree in anthropology. Prior to joining Givens Pursley, Elizabeth was the senior managing attorney for the Boise City attorney’s office where she supervised all of the attorneys and staff providing advice to the municipal departments within the City. In addition to her supervisory responsibility, she served as the attorney for the Boise Airport and was the lead attorney in the City’s efforts aimed at reducing homelessness and increasing affordable housing within the City. Elizabeth has also been a solo practitioner, was a deputy attorney general for the State of Idaho specializing in criminal appeals, and a prosecutor in Jackson, Wyoming.

Elizabeth is active in the community and several professional organizations including: Jesse Tree, board of directors 2021-present; Association of Idaho Municipal Attorneys, board of directors 2020 – present, member 2012-present; Government Law Section of the Idaho State Bar, chair 2016, member 2011-present; and the Northwest American Association of Airport Executives (NWAAAE), member 2019-present.

When not working, Elizabeth can be found trail running, mountain biking, hiking and rafting with her husband, twin boys and black lab and enjoying all of the outdoor adventures that Idaho has to offer.
